Senior Project Coordinator, Health Extension Program

The Role
At Last Mile Health (LMH), we make bold commitments that inspire innovation. Do you have progressive years of experience coordinating projects in the field and working with a Ministry of Health (MoH)? If so, you may be our Senior Project Coordinator to coordinate our HEWs blended learning project funded by Gates CEO-RT at field level and facilitate coordination between the LMH, MoH and regional health bureaus (RHB).
Reporting to the Senior Program Manager, the Senior Project coordinator will play a critical role in coordinating and technically supporting the HEWs blended learning project in the field during the implementation period. The Senior Project Coordinator (SPC) liaises with the Ministry of Health and Regional Health Bureaus to coordinate organization of blended learning and delivery of interventions in the districts selected for this project. The PC ensures the quality of blended learning and other interventions to build knowledge and skills of Health Extension Workers (HEWs) and other frontline health workers with an objective of improving reach and quality of health services at the community level.
Background
Country context
Ethiopia is a pioneer in community-based primary health care. With its estimated 102 million population, Ethiopia constitutes almost 8% of the entire population of the African continent. A large population means a large need for health care services and the country has implemented the primary health care approach as the foundation of its health system designed to reach its vast population.
Community-level interventions take center stage in Ethiopia’s primary health care strategy, with the introduction of its flagship Health Extension Program (HEP) in 2003. In the past two decades, Ethiopia has rapidly expanded community-level primary health care delivery deploying 40,000 trained Health Extension Workers (HEWs) who run more than 17,000 Health Posts implementing a package of health extension interventions focusing on disease prevention and health promotion and selected curative services. HEW are salaried civil servants and the program is fully integrated and institutionalized with the primary health care system.
Despite significant investments in Ethiopia's flagship Health Extension Program over the past decade, many Health Extension Workers (HEWs) still lack the capacity they need to consistently provide quality community-based primary health care services in Ethiopia’s rural communities.
About the CEO-RT project
Last Mile Health, a globally recognized leader in community health workforce training, proposes to partner with the Ministry of Health in order to significantly scale up blended learning - an innovative, cost-effective approach to refresher training - to reach an additional 5,500 unique HEWs with at least one full module of blended learning, contributing to the cumulative reach of a quarter of all HEWs and their supervisors (11,577) who provide access to primary health care services for an estimated 26.82 million people across Ethiopia. Last Mile Health also aims to expand blended learning to 100 mid-level health workers deployed at primary healthcare facilities. To realize this compelling opportunity, Last Mile Health received a grant from a collaborative co-funded investment for over the next 4 years by the CEO Roundtable and the Gates Foundation to transform training for Ethiopia’s community health workforce and improve service delivery for millions of patients.
This position is project-funded, located in Ethiopia, and is open to Ethiopian nationals. This position will be hired on a fixed-term 4 year contract tied to project timelines.
What You'll Do
The Senior Project Coordinator will coordinate the following outputs and deliverables:
- Output 1: A total of 4000 HEWs and their supervisors trained with RMNCH blended training in agrarian, and post-conflict and developing regions
- Deliverable: Training reports on blended RMNCH training
- Output 2: A total 1,150 HEWs and their supervisors trained with NCD/MCD blended training in agrarian regions
- Deliverable: Training reports on blended MCD and NCD training
- Output 3: A total of 750 HEWs and their supervisors trained with hygiene & environmental health, Social and behavior change communication (SBCC), and first aid modules in agrarian regions
- Deliverable: Training reports on blended WaSH, SBCC and First Aid training
- Output 4: Prioritized blended learning modules updated including: RMNCH, NCDs, MCDs WaSH, SBCC and First Aid modules based on Ministry of Health needs.
- Deliverable: Updated modules
- Output 5: Blended learning approach adapted for training of mid-level health workers, including health officers and nurses, focusing on major non-communicable diseases
- Deliverable: Blended NCD training material for mid-level health professionals
What you'll bring
- Masters's degree in public health or related subjects
- Relevant work experience in field level program coordination and upskilling of HEWs
- Demonstrated experience working within the national and/or sub-national health system (community health workers program a plus); familiarity with government structures and processes
- Demonstrated experience working in primary health care interventions.
- Ability to diplomatically navigate complex stakeholder dynamics, proactively problem solve and achieve results and consensus with multiple influencers.
- Demonstrated experience in partner engagement and project management.
- Comfortable working in teams as well as acting independently in the implementation of specific tasks, prioritizing, working under pressure and meeting deadlines.
- Robust knowledge management skills, including the advanced use of MS Office applications and Google Suite
- Excellent interpersonal skills, including the ability to communicate effectively both orally and in writing and operate in a multicultural environment
You’ll impress us if you have
- You have experience in design, monitoring and evaluation of development projects
- High level of proficiency in Microsoft Office, particularly Excel, PowerPoint, and Word; Proficiency in MS Excel modeling and data analysis

The Ethiopia salary range for this role is $21,823 to $24,733 USD dependent upon experience doing an equivalent role. Please note that the compensation is subject to statutory taxes.
