Liberia’s first post-conflict Human Resources for Health (HRH) Policy and Plan was developed as a strategic framework to guide workforce planning and development for a ten-year period (2011–2021). Since its implementation, the Ministry of Health (MoH) has experienced significant shifts in the human resources landscape, driven by various socio-economic and institutional factors.
One of the most notable changes has been the substantial migration of healthcare professionals from rural to urban areas, leading to disparities in service delivery and challenges in maintaining equitable access to quality healthcare across the country. Additionally, reclassification has been a challenge for healthcare staff, reflecting adjustments in roles, responsibilities, and competencies to meet the evolving demands of the health sector.
As the country moves forward, these changes necessitate a renewed and comprehensive HRH strategic plan that addresses workforce distribution, retention strategies, capacity building, and overall health system strengthening to ensure sustainable healthcare delivery for all Liberians.
Hence, the Ministry of Health (MoH) aims to revise the existing HRH Plan into a more robust and forward-looking Human Resources (HR) strategy to effectively guide the implementation of workforce planning, capacity enhancement, and overall HR management within the health sector over the next decade (2025–2035). This integrated strategic plan will incorporate the entire workforce and will provide the roadmap to having a well-trained, adequately staffed, and efficiently managed health workforce capable of meeting the evolving healthcare needs of the population.
Strategy - STRENGTHEN: Partner with the Government of Liberia, donors, and stakeholders to strengthen finance, data, supply-chain, and management systems that build financial sustainability, improve performance and quality and strengthen governance in order to ensure availability, access, and utilization of high-quality community services.
[1.1] Strengthening: 1.1 Upskill: Partner with the government of Liberia to strengthen community health systems, upskill the workforce and demonstrate effective community-based primary care in order to contribute to Universal Health Coverage.
Operational and Financial Feasibility - Resources to support this position will be primarily drawn from the BIRCH FY25 ODC budget. The consultant will be supported operationally and programmatically by the existing Liberia team and office, and the Education and Training team globally. The consultant will work closely with another consultant that will be hired by the Ministry of Health under the World Bank funding for the development of a HRH Policy.
The Role
Working in close partnership with the Ministry of Health (MOH) of Liberia, Last Mile Health (LMH) is supporting the government to strengthen the National Human Resources for Health Strategic document while ensuring that it is inclusive and reflects contemporary realities. Last Mile Health aims to support the MOH to (1) understand and coordinate financial and human resource needs, (2) Strengthen workforce distribution, retention strategies, capacity building, and overall health system strengthening and (3) Enhance HRH management within the health sector, in part through the revision and realization of an integrated National HRH strategic plan
Reporting to the Senior Director of Health Systems Strengthen (HSS), the HRH Strategy Consultant (with support from LMH’s Education and Training team) will work with the Ministry of Health HRH, Policy and Planning and Community Health Services Program, other relevant departments and a coalition of partners in the community health space to seek technical support geared towards achieving the deliverables indicated below. The consultant will provide leadership and management for the design and execution of the following workstreams: (1) Reactivation of a highly functional HRH TWG, (2) Roadmap for revising the National HRH Policy and Strategic Plan (3) HRH strategic plan revision and validation (4) Development a PHC deployment Plan
This position is only open to Liberian National Candidates.
Project Scope and Deliverables
- Period: May 1, 2025, to November 30, 2025 (100 working days): (Due to the dependency of these deliverables on the hiring and execution of an integrated HRH Policy and Strategy, this contract will be deliverable based and will be expected to be executed within the timeframe provided. Only an actual 100 working days will be paid for during this period while the consultant is expected to engage with multiple stakeholders at various levels to achieve the below listed deliverables).

Management and support:
- Transportation: The consultant will physically be at the MOH and LMH offices for most of the consultancy period as stipulated above to work with the key MOH divisions and stakeholders as well as the Senior Director for Health System Strengthening to discuss progress on the assignment, discuss deliverables and address any challenges.
What you will bring
- Must be a Liberian, currently based in Liberia
- Master’s degree in public health, Social Sciences, Development Studies, or Health Economics
- Over 7 years of professional work experience in health policy and health strategy development.
- Must be prepared to share with the minimum of 3 work samples of health strategies developed in the past
- Demonstrated ability to develop with multiple stakeholders from diverse backgrounds and deliver products against tight deadlines
- Previous experience and knowledge of national and county-level government policies, strategic planning, procedures, and systems in resource-limited settings including costing tools and resource mapping tools, cost effectiveness analyses
- Experience in working with the Ministry of Health and the health sector
- Previous experience and knowledge working with major donors in global health such as USAID, Global Fund, World Bank, GAVI
