The Role

At Last Mile Health, we go as far as it takes for our patients. Do you have progress experience in blended learning or experience building knowledge and skills training systems for Health Extension Workers and other frontline workers? If yes, you may be the right fit for our Consultant, Field Program Implementation.

The Field Program Implementation Consultant is being engaged to provide coordinating and technical support to LMH Ethiopia projects in the field including supporting upskill and delivering projects implemented by Last Mile Health Ethiopia country office. The Consultant will also liaise with the Ministry of Health and Regional Health Bureaus to coordinate organization of blended learning and delivery of interventions for improving quality of services in the districts selected for this project.  

The Consultant ensures the quality of blended learning and other interventions to build knowledge and skills of Health Extension Workers (HEWs) and other frontline health workers with an objective of improving  reach and quality of health services at the community level. Specifically, the Consultant will provide technical support to regional and district professionals on increasing knowledge and skills of HEWs, HEW’s application of the knowledge and skills gained on their routine work and improving quality of health services at the community level for this project.

This Consultancy is located in Addis Ababa, Ethiopia and is open to Ethiopian nationals

Consultancy Details

  • Commitment: Estimation of 22 days per month, 8 hours per day
  • Location: Ethiopia
  • Duration: August 1, 2025 - December 31, 2025

Scope of Work

The following scope of work describes the key tasks to be accomplished through this consultancy (subject to change depending on timing and external events).

Blended Learning

  • Training of Trainers (TOT) provided to 32 training facilitators
  • 500 Health Extension Workers (HEWs) trained on Reproductive, Maternal, Neonatal, and Child Health (RMNCH) blended training
  • 150 HEWs trained on Non-Communicable Diseases/ (Major-Communicable Diseases (NCD/MCD) blended training
  • 100 HEWs trained on Social and Behavioral Change Communication (SBCC), First Aid and WASH blended training
  • Supervise pre and post training knowledge and skills assessments

AI Assisted Health Extension Program (HEP) Consultations

  • Implementation of HEP-[AI] Assist and AI powered call centers for HEP consultation in 10 woredas supported
  • Tracking and review of consultation records of AI powered call centers supported
  • Testing of direct deployment of HEP-[AI] Assist for selected HEWs supported
  • Call agents in 10 woredas supervised

What You'll Bring

  • Bachelor’s degree with experience in the field of public health. Masters in Public Health or any related field will be an advantage.
  • Progressive years of relevant professional experience in one or more of the work areas highlighted to the scope of work
  • Demonstrated experience working within the national and/or sub-national health system (community health workers program a plus); familiarity with government structures and processes
  • Demonstrated experience working in primary health care interventions.
  • Familiarity with the Community Health Information System and DHIS2
  • Ability to diplomatically navigate complex stakeholder dynamics, proactively problem solve and achieve results and consensus with multiple influencers.
  • Demonstrated experience in partner engagement and project management. 
  • Comfortable working in teams as well as acting independently in the implementation of specific tasks, prioritizing, working under pressure and meeting deadlines.
  • Robust knowledge management skills, including the advanced use of MS Office applications and Google Suite.
  • Proven experience in digital health program design and implementation, with a strong understanding of existing health data systems like District Health Information System (DHIS2)—particularly community health data—and the application of AI in health service delivery.
  • Skilled in facilitating adult learning and capacity strengthening initiatives, combined with hands-on experience driving advocacy agendas with national and subnational government stakeholders.

  • You have experience generating and using data with governments
