The Role

At Last Mile Health (LMH), we dig evidence and data. Do you have experience leading innovative monitoring, evaluation, research, and learning community health programs? If so, you may be our next Liberia MERL  Director working in collaboration with the Liberia MERL team.

LMH partners with governments to design and refine community health policies and information systems with strong governance and financing.  We design and implement programs to supervise, salary, supply, and upskill community and frontline health workers. Collectively, these efforts aim to sustain responsive and resilient community health systems.


The Liberia Monitoring, Evaluation, Research, and Learning (MERL) Director is responsible for the management, oversight, and execution of all Liberia MERL activities related to Last Mile Health programming in Liberia. This includes MERL activities related to health systems strengthening, the direct implementation of a community health worker program in three counties in Liberia, and technical assistance provided to the central Ministry of Health to design and scale and maintain the National Community Health Assistant Program.

What You’ll Do

  • Oversee strategic planning, budgets, work plans, and the overall direction of the team (e.g., team structure and prioritization and delegation of work)
  • Cultivate a high performing, inclusive, and welcoming team environment 
  • Mentor and coach staff with aim of building specialization and emerging leaders on the MERL team
  • Ensure representation of the Liberia MERL team in cross-team discussions about strategy, work planning, budgeting, and grant development/management or support team members to grow to this role
  • Represent the Liberia MERL viewpoint at the level of the Executive Team and the Senior Leadership Team, coaching others to do the same
  • Supportive supervision of the Deputy Director, MERL to ensure that all data collection and reporting systems (e.g., CBIS in the counties) are optimized for the Liberian setting, are implemented efficiently, and result in high-quality data resources that are relevant to internal and external needs
  • Collaborate with the Lead Data Systems Architect to ensure that data systems are optimized for last-mile settings, to set priorities for application development and implementation, and to ensure the security of our data resources
  • Support the MERL team to ensure data use for quality improvement with and by the MoH and Community Health Team and ensure findings are actively leveraged to inform national policy 
  • Support the dissemination of research and evaluation findings including through research publications and other channels
  • Participate in planned research capacity building activities in Liberia

What You’ll Bring

  • Master’s Degree or higher in public health, business administration, or other relevant fields (e.g., medicine, epidemiology, biostatistics, demography) with a quantitative focus
  • At least 8-12 years of professional experience in Monitoring & Evaluation, and at least 3-5 years of experience in MERL team management
  • Experience developing theories of change, log frames, M&E plans, data collection instruments, and other M&E essential tools, etc. 
  • Direct experience leading medium and large-scale data collection and evaluation activities 
  • Good knowledge of quantitative and qualitative data analysis software such as SPSS, STATA, and Dedoose. 
  • Ability to create mobile data collection tools using XLS form for the  Kobotoolbox, ODK, SurveyCTO environment.
  • Proven ability in the writing of research reports and publications.

You’ll Impress Us If

  • Have experience leading capacity development activities for team members and building and developing future MERL experts and presenting reports and presentations for internal and external stakeholders.
  • Have experience in data programming using R or Python.

OVERVIEW OF LAST MILE HEALTH’S COMPENSATION MODEL

Compensation for this position: 

The Band for this position: LBR - 4 

For Liberia, the national staff salary range is $60,000 to $ 85,000 depending upon experience doing an equivalent role. 

For international staff, the salary range is $90,000 to $115,000. The compensation difference for international staff members reflects the duplicative costs of living that they will incur upon moving to Liberia.
